Do small lottery retailers scan scratch off tickets before they sell them?

I have been wondering if lottery retailers keep the winning lottery tickets for themselves and their family members and sell only loosing tickets. Is this possible? Would this only happen at small retailers or can Shoprite and Pathmark do the same?

The roll is sold without breaks and just scanning the bar code does not reveal which ticket is the winner.
Only after you scratch off the front face and reveal a set of numbers do you reveal the last set of numbers that need to be entered by hand at the lotto machine after you scan the bottom bar code.

Just like you would not buy a scratcher that was already scratched… it is impossible to guess those numbers without defacing the whole ticket.

You would have to deface the whole roll of tickets in order to get at the winners and the odds are against you that the roll will yield enough winners to make up for the fact that you just bought the whole thing. Yes, the retailers have to buy the rolls from the lottery company before they sell them.

We have a measley 6 cent profit per ticket. Trust me… we aren’t fond of the extra labor and cost these tickets create nor the headache when a cashier makes a mistake and gives a ticket away by accident.
